Eligibility for Examination

18 or older (First Class) / 16 or older (Second Class, PWC)
Eyesight of 0.5 or better in each eye (glasses or contact lenses allowed)
If one eye is below 0.5, the other eye must have a horizontal field of vision of 150 degrees or more.
Able to tell the colors of navigation lights (red, green and white) at night
*Checked with special test equipment
Able to hear normal speech from 5 meters away
No other condition that would prevent you from operating a boat.
With some medical conditions, such as heart disease or epilepsy, you may need to submit a doctor’s certificate.

We need the original residence certificate (juminhyo). Send it to us by mail later, or hand it to the instructor at the training session.

1. Residence certificate (juminhyo)

Get it at your city office in Japan.
It must show your nationality
Issued within the last year

2. ID photos

4.5 cm × 3.5 cm (2 photos)
Taken within the last 6 months
No hat, plain background
Your eyes must be clearly visible

3. Powers of attorney

We prepare the powers of attorney for you. You will be asked about them on the upload page — no signature or seal is needed.

4. Copy of your boat license

If you already have a Japanese boat license, please send an image of it.
If nothing on it has changed (name, address, nationality), it can be used instead of the residence certificate.
Depending on the license you hold, some parts of the exam may be exempted.

You do not need to submit a medical certificate for small vessels. If you do submit one, the medical check fee is ¥2,450.
If you have heart disease, epilepsy, cataracts, glaucoma or a similar condition, you must submit a doctor’s certificate stating that you can operate a small boat safely.
